Doug Chrisman
President
A developer and property manager since 1989, Doug is an expert in the complexities of affordable housing and has extensive experience with USDA Rural Development, HUD, and Low-Income Housing Tax Credit properties. His specialized knowledge in project financing and accounting has been instrumental to the company’s growth as a respected developer of multifamily housing. His love of the industry and its challenges, and his commitment to helping associates and colleagues thrive, has ensured the continued success of Chrisman Development. Doug returned to Wallowa County to raise his family after earning a Bachelor of Science degree in Accounting from the University of Idaho.
Alex Chrisman
Chief Operating Officer
Alex grew up in Wallowa County and in 2014 she was the 4th generation in her family to graduate from Wallowa High School. She attended Boise State University where she received a Bachelor of Science in Accounting in 2018 as well as a Master's of Science in Accounting in 2019. She has previously worked for Viridian Management as an Accounts Payable Clerk. She joined the Chrisman Development team in 2020 and has been a Finance Manager since 2021. Alex has always envisioned herself working in the family business, and hopes to help the company continue to thrive.
Chelsea Dawson
Chief Financial Officer
In 2014 Chelsea returned to Wallowa County, Oregon where she and her husband operate their family’s third-generation farm and ranch. Soon after, she joined Chrisman Development which provided the perfect opportunity to leverage experience developed previously as a sales coordinator in domestic and global business sales and supply chain management for one of the largest suppliers of fresh produce in the United States. During her seven years with the produce company, Chelsea became one of their top-performing professionals. Chelsea earned a Bachelor of Science Degree in Business Administration from Northwest Nazarene University in 2013.
Shelly Cullin
Director Of Development
Before joining Chrisman Development in 2012, Shelly retired after 30 years of service with the State of Oregon; the last 21 years with Oregon Housing and Community Services (OHCS). As a senior loan officer with OHCS, Shelly was responsible for underwriting multifamily tax-exempt bond financing with 4% Low Income Housing Tax Credits, Predevelopment Loans, and Loan Guarantees with a special focus on preservation projects. Shelly also worked extensively with other OHCS-administered financing programs, such as HOME and HDGP. Shelly’s underwriting portfolio at OHCS included 131 loans, totaling over $456 million, producing 7,947 affordable housing units.
Tim Cox, CPA
Financial Director of Development
Tim Cox, a Certified Public Accountant (CPA) since 1995, entered the affordable multifamily housing industry in 2004. He has extensive experience in the development of funding applications, asset management, LIHTC project Year 15 exits, conventional and bond financing, and refinancing of new and acquisition/rehabilitation transactions involving LIHTC, HUD, and USDA Rural Development. Before relocating with his wife to Wallowa County in 2010, he worked as CFO at a large housing authority serving three counties in Central Oregon. Tim received a Bachelor of Science degree from Oregon State University, majoring in Business Administration - Accounting with a minor in Psychology.
